Perla is a full-time academic at the Thomas More Law School. She teaches foundations of law and legal research, contract law, family law, legal ethics, legal theory, among other subjects. Her research interests include international human rights law, the rights of irregular migrants and their intersection with international criminal law.

Admitted to legal practice in Mexico in 2008, Perla holds an LLM in International Crime and Justice, from the University of Turin, Italy, in collaboration with the United Nations Interregional Crime and Justice Research Institute (UNICRI). She also earned an LLM in common law and a PhD from La Trobe University in Australia, where her doctoral research focused on the protection of transit migrants' rights in Mexico and the international responsibility of the State to safeguard them. This research currently being edited for publication as a book.

Prior to her tenure in Australia, Perla served as a legal counsel and barrister in Mexico, worked as legal officer at the National Human Rights Commission, and later at the human rights branch of the Attorney General's Office in the Federal Government of Mexico.

Perla is an editor of the Australian Feminist Law Journal and is currently involved in various research projects within the Thomas More Law School, including research that explores the involvement of Australian Non-Governmental Organisations in proceedings before the UN Committee for the Elimination of all forms of Discrimination against Women (CEDAW).

Book Proposal

  • The Human Rights of Irregular Migrants in Transit: An Evaluation of Migration Laws and Policies for their Protection. This proposal has been reviewed by editors and is being prepared for submission.

  • State Responsibility and Mexico's Breach of International Human Rights Obligations in the Context of Transit Migration. Paper presented at the Latin American Studies Association's 2023 Congress, held in Vancouver, Canada, May 24 - 27.
  • Women's Rights and the Importance of Non-Governmental Organisations in Monitoring Australia's Implementation of the United Nations Women's Convention (CEDAW): An ethnographic account of participation in the Process. Co-authored with Dr Sevda Clark (Thomas More School of Law, Australian Catholic University, Sydney).

Projects

  • Lack of Engagement of Australian Women's Advocacy Groups in Proceedings before the United Nations Committee on the Elimination of All Forms of Discrimination Against Women (CEDAW): What's the Issue?. Working collaboratively with Dr Sevda Clark (ACU). First stage of the project funded by the Faculty of Law and Business of the ACU.
